How Might We Ensure that Best-in-Class Family Planning Resources are Easily Accessible Online for Diverse Global Stakeholders?

Overview
High Impact Practices in Family Planning (HIPs) are evidence-based, expert-vetted resources designed to guide global health programs and policy implementation. Despite their critical value, reviews by the HIP Task Force and Technical Advisory Group (TAG) revealed that dense technical content and complex digital navigation severely hindered field-level utility and global adoption. To bridge this gap, noodle research + strategy executed a two-phase research and strategy initiative. By capturing user needs across the global health ecosystem, noodle established the foundation to transform a static, hard-to-navigate digital repository into an intuitive, user-centered digital ecosystem.
Phase 1: Developing a Digital Roadmap for Resource Navigation & Implementation
The Challenge: Stakeholders, policymakers, and implementing partners (particularly those in low-resource environments) struggled to navigate vast HIPs documentation. The objective of Phase 1 was to evaluate how key actors interact with HIPs and conceptualize a "Road Map" tool designed to decrease cognitive load, streamline decision-making, and accelerate programmatic implementation on the ground.
The Approach: noodle designed and executed a multi-phased human-centered research study:
Secondary Synthesis: Compiled and distilled existing qualitative data, meeting outputs, and online resource kits to establish a baseline of user friction and satisfaction.
Key Informant Interviews (KIIs): Conducted virtual, strategic in-depth interviews with key informants and subject matter experts across major global health organizations.
Co-Creation Design Workshops: Facilitated two virtual workshops with global health stakeholders, implementing partners, and youth advocates. These sessions evaluated analogous platforms to map out distinct functional requirements for various user groups.
The Outcome:
Tailored User Frameworks: Differentiated high-level decision-makers (who require strategic, cost-effectiveness data for funding allocation) from frontline implementing partners (who require actionable M&E frameworks and practical step-by-step guides).
Strategic Design Brief: Produced a detailed roadmap brief featuring five distinct design concepts, including an interactive "decision tree" interface and structured visual outlines to guide users directly to context-specific resources.

By framing the HIPs ecosystem through two interconnected phases, noodle provided MOMENTUM, USAID, and FP2030 with the empirical foundation and strategic roadmap needed to build a modern, digitally accessible platform.
The resulting design directions ensure that evidence-based family planning resources can be efficiently discovered, adapted, and implemented by diverse global health stakeholders worldwide.
Phase 2: User-Centered Redesign for Website Transition & Digital Continuity
The Challenge: With the operational ownership and maintenance of the HIPs digital platform transitioning to FP2030, the client required a comprehensive website redesign strategy. Building directly on the insights from Phase 1, Phase 2 addressed structural website architecture, search capabilities, and user experience to ensure continuity and enhanced utility during and after the organizational transition.
The Approach: noodle led a targeted UX research and strategic ideation engagement:
Targeted UX Audit & Landscape Review: Evaluated existing site architecture, content hierarchies, and user pathways to isolate systemic navigational bottlenecks.
In-Depth Expert Research: Conducted hour-long, one-on-one KIIs with over two dozen international health professionals, policymakers, and technical advocates to explore specific pain points related to search workflows, content filtering, and potential AI-assisted search integrations.
Alignment & Operationalization Workshops: Facilitated collaborative alignment sessions to translate qualitative insights directly into technical and architectural specifications.
